The NCC 2019 - Vol 1 contains four Performance Solution Assessment Methods, any combination of which can be used to determine if a building complies with the Performance Requirements of JP1 - Energy Use.
The most appropriate Assessment Method to identify Speckel is a “Comparison with the Deemed-to-Satisfy Provisions”. Comparison with the Deemed-to-Satisfy Provisions allows a comparison between the Deemed-to-Satisfy Provision and a proposed Building Solution.
If it can be demonstrated to the Appropriate Authority that the Solution complies in an equivalent or superior method to the Deemed-to-Satisfy Provisions, then it can be deemed to meet the relevant Performance Requirements.
As Speckel reports Performance Solutions based on applicable parts of the NCC 2019 - Vol 1, in line with the Australian Building Codes Board Performance-Based Design recommendations, it is deemed to provide a superior way to meeting the Deemed-to-Satisfy Provisions and thus meeting the Performance Requirements of JP1 - Energy Use.
